For your listing to appear on the featured properties list it must have photos. Listings without photos will never be displayed on the featured properties list. Free listings are only displayed when there is an insufficient number of paid property listings. Paid listings will always be displayed before free listings. Property listings are displayed in a pseudo-random order, hence each paid listing is guaranteed to be displayed at some point in time. However there is no guarantee that free listings will ever be displayed.
